Dong Thap plans US$81 million climate resilience project

Dong Thap Province plans to invest more than VND2 trillion (US$81.4 million) in a climate resilience and integrated transformation project covering about 59,000 hectares across 43 communes, according to a proposal submitted to the Ministry of Finance.

The Dong Thap People’s Committee proposed using loans from the International Bank for Reconstruction and Development, part of the World Bank Group, along with local counterpart funds to finance the project.

The province also requested Government approval to merge two previously prepared climate resilience and integrated transformation projects in Dong Thap Province into a single project named the Mekong Delta Climate Resilience and Integrated Transformation Project in Dong Thap.

The project aims to improve climate resilience and support integrated development on islets along the Tien River. It also seeks to protect and stabilize agricultural production and develop value chains for fruit, ornamental plants, and lotus.

Key components include infrastructure investment and livelihood support for Khanh Long and Long Thuan islets to maintain production stability and adapt to climate change. The project will also fund infrastructure and livelihood support in fruit-growing and ornamental plant areas in southern Dong Thap and develop the lotus sector in the Plain of Reeds area.

The plan includes building new infrastructure to complete irrigation systems and implementing sustainable agricultural production models to improve incomes and expand effective farming practices.

Total investment is estimated at VND2.05 trillion, funded by World Bank ODA loans and local counterpart capital. Of the ODA portion, 90% will be allocated from the central budget and 10% will be on-lent to the province.

The project is scheduled for implementation from 2026 to 2030. The Dong Thap Department of Agriculture and Environment will serve as the project owner.

It consists of three components: climate-smart rural livelihood development, climate-resilient infrastructure investment, and project management, monitoring, and evaluation.
