
The groundbreaking ceremony was held in Phuoc Dinh Commune by the Khanh Hoa provincial government.
Deputy Prime Minister Bui Thanh Son attended the event, describing it as part of activities to mark the upcoming 14th National Party Congress.
He praised ministries, agencies and Khanh Hoa authorities for accelerating institutional and regulatory procedures to remove obstacles and push the project forward.
Son instructed investors and relevant units to implement the project at the fastest possible pace while ensuring safety, quality, investment efficiency and environmental standards. He called for stronger decentralization, with local authorities taking greater responsibility alongside enhanced supervision.
He also urged all stakeholders to speed up construction so that resettlement areas can be completed early and provide residents with improved living conditions.
According to Khanh Hoa authorities, the resettlement and site clearance project is classified as a Group A investment undertaking with total capital exceeding VND6.7 trillion. Compensation and land clearance account for about VND5.28 trillion, while construction and equipment costs are estimated at VND1.15 trillion. The remainder covers project management, consultancy and contingencies.
The project will develop a new residential area with synchronized technical and social infrastructure over nearly 90 hectares. It includes 65.6 hectares of resettlement land, a 14.2-hectare fishing boat anchorage, and a 9.85-hectare cemetery to serve communities affected by the nuclear plant project.
Khanh Hoa Vice Chairman Trinh Minh Hoang said the province is committed to directing agencies and contractors to deliver infrastructure works on schedule and to quality standards to stabilize residents’ livelihoods.
The province also asked the National Assembly Standing Committee to soon adjust Resolution 189/2025/QH15 to improve the legal framework for compensation, support and resettlement related to the Ninh Thuan nuclear power project.
The Ninh Thuan nuclear power project, which comprises two plants – Ninh Thuan 1 and Ninh Thuan 2, is considered a nationally significant undertaking, linked to Vietnam’s energy security, green energy transition and long-term development strategy. The government expects the project to help meet rising electricity demand while strengthening high-quality human resources and technological capacity in nuclear energy.
