Hanoi approves a $2.8 bln project to upgrade dikes and clean up Nhue River

By upgrading the Nhue River system, the capital city aims to ensure proactive drainage and prevent flooding in inner-city areas, while progressively finalizing its approved general construction and drainage master plans.

The Hanoi People’s Council has officially passed resolutions to approve the adjustment of the investment policy for the Yen Xa Wastewater Treatment System, with a total budget exceeding VND11.196 trillion (nearly $456 million), alongside a massive project to strengthen dikes, dredge, and treat environmental pollution in the Nhue River, valued at VND75.115 trillion (approximately $2.86 billion). The Nhue River project will be executed through a Public-Private Partnership (PPP) model under a Build-Transfer (BT) contract.

The primary objective of this investment is to resolve critical “bottlenecks” identified in Resolution No. 02-NQ/TU of the Hanoi Party Committee, dated January 25, 2025, which include traffic congestion, flooding, environmental pollution, and systemic violations in land and construction management.

By upgrading the Nhue River system, the city aims to ensure proactive drainage and prevent flooding in inner-city areas, while progressively finalizing the city’s approved general construction and drainage master plans.

A central focus of the project is to mitigate the severe water pollution caused by domestic wastewater being discharged directly into the river. The project seeks to complete a centralized wastewater collection and treatment infrastructure, ensuring operational safety and enhancing the city’s resilience against climate change.

Beyond environmental remediation, these efforts are expected to create favorable conditions for agricultural production, improve the quality of life for local residents, and drive regional socio-economic development.

Encompassing 19 communes and wards, including Thuong Cat, Dong Ngac, Phu Dien, Xuan Phuong, Tu Liem, Tay Mo, Dai Mo, Ha Dong, Kien Hung, Dai Thanh, Binh Minh, Ngoc Hoi, Tam Hung, Thuong Tin, Thuong Phuc, Dan Hoa, Phuong Duc, Chuyen My, and Ung Hoa, the project is scheduled for implementation between 2026 and 2029.
