Establishment of National Steering Committee for Green Transition urged

With full implementation of the EU Carbon Border Adjustment Mechanism (CBAM) and stricter Environmental, Social, and Governance (ESG) standards, the green transition has become a matter of survival, rather than a voluntary choice, for enterprises in industrial zones.

To navigate this landscape, experts urge the government to establish a National Steering Committee for Green Transition to drive inter-agency coordination; while policymakers must finalize legal frameworks for eco-industrial parks and green finance planning to enhance the competitiveness of Vietnamese enterprises in this new economic era.

These recommendations were highlighted at a seminar titled “Pressures from CBAM, ESG, and Global Green Standards: Solutions to Enhance Competitiveness for Industrial Zone Enterprises,” held on August 26 in Hanoi.

Speaking at the event, Mr. Hoang Quang Phong, Vice President of the Vietnam Chamber of Commerce and Industry (VCCI), emphasized that green transition pressures directly impact an enterprise’s ability to participate in global supply chains and access international markets.

Requirements concerning carbon emissions, energy usage, data traceability, and ESG standards are no longer formal guidelines; they have transformed into mandatory prerequisites for securing capital and winning global partners, according the VCCI leader.

“For enterprises in industrial zones, where the bulk of manufacturing activities and energy consumption are concentrated, this pressure is particularly pronounced,” Mr. Phong stated. “Without a clear implementation roadmap, green transition can turn into a heavy cost burden. However, with early preparation and proper execution, it presents a prime opportunity to optimize operations, conserve energy, boost productivity, and solidify corporate prestige.”

Sharing this perspective, Dr. Nguyen Minh Thao, Head of the Business Environment and Competitiveness Research Department at the Institute for Policy and Strategy Research, affirmed that greening operations is an inevitable path for sustainable survival.

To accelerate this transformation, experts at the seminar emphasized several key solutions.

First, forming a National Steering Committee for Green Transition is essential to synchronize policy execution and cross-sectoral regulations.

In parallel, authorities need to complete specialized legal frameworks for eco-industrial parks to promote circular economy models and shared green infrastructure.

Furthermore, expanding green finance mechanisms and developing standardized digital systems for carbon reporting and data traceability will be critical to helping manufacturing firms meet stringent international requirements.
